А report on the results of the contest was presented by a member of the REU Central Council Eugene A Wystorobets.

For the 1st contest of 2011 amongst the works in the field of Environmental Law and International Environmental Law “InterECOlegal PETITabc” for acquisition of Joint diplomas of Russian Environmental Union and other trustees of annual international contest for scientists, students, culture and art workers, journalists, workers in the field of nature reserves, supporters of nongovernmental environmental organisations, inventors and those, who implement nature-saving technologies, up-bringers, teachers and facilitators of environmental knowledge, public servants and persons developing international environmental co-operation 45 works of scientists and 15 works of university students, i.e. in total 60 works were submitted from 20 universities and organisations of Moscow, Sankt-Petersburg, Minsk (Belorussia), Astana (Kazakhstan), Volgograd, Kazan, Murmansk, Novosibirsk, Samara, Saratov, Saransk, Ufa, Chelyabinsk and other cities.

The works of deserved scientists – citizens of Russia and 12 other states were submitted out of the contest.

Programme Committee, expert commissions, Competitive Commission noted high quality of many works and recommended to award Joint diplomas of Russian Environmental Union and other trustees of annual international contest to 23 participants from the institutions of the Supreme Court of the Russian Federation and Higher Arbitrage Court of the Russian Federation, Ministry of Education and Science of the Russian Federation, Lomonosov Moscow State University and other organisations.

Unfortunately, on a number of nominations of the 2nd contest there were almost no works of the participants. As a result, expert commissions have not managed to award Joint diplomas of Russian Environmental Union and other trustees of annual international contest on two nominations (development public interecolegal movement; interecolegal-enlightening activity by means of art and culture). Expert commissions had to note small quantity of works. It was caused by short period between announcement of the contest and beginning of nomination of works. Because of low demonstration of activity of the universities, many interesting and deserving publication works remained in the archives. In the future this circumstance should not limit the number of the participants of the contest.

The 2nd contest organised on unpaid basis, attracted enthusiasts basically with productions made during the contest. Works, ready before the contest are rare. Many scientists who joined organs of the contest have prepared works which have not less importance then submitted for the contest. Because of the limitation for individual participation of the organisers as authors those works we not submitted.

According to the assessments of the expert commissions, on agreement with the Competitive Commission and on the basis of submission by the Programme Committee, the Board of Russian Environmental Union DECIDED:

1. To award Joint diplomas of Russian Environmental Union and other trustees of annual international contest in the result of the second contest of 2012 to:

1.1. in the field of scientific inter-eco-legal achievements - Dr of Law (candidate) Abanina Elena Nicolayevna (Saratov State Law Academy, Centre of Interecolaw of the Eurasian Scientific Research Institute of the Problems of Law) for the series of works in the field of interecolaw of four articles published in 2012; chapter "international law apparatus in the field of environmental protection" in the manual "Environmental Law"; extracts of environmental provisions from 16 constitutions, organisation and carrying out of the 2012 First School of Interecolaw;

1.2. Dr of Law (candidate) Chmykhalo Elena Yuriyevna (Saratov State Law Academy) for the work "Comparative analysis of legislation in the field of soils protection";

1.3. Dr of Law (candidate) Kalenchenko Michael Michaelovich (Murmansk oblast scientific non-governmental organisation "Council on interdisciplinary research") for the work "On creation of universal international organisation in the field of environmental protection";

1.4. in the field of the best students’ inter-eco-legal works - Buzykina Julia Olegovna (Russian Academy of Justice) for the work "Interrelation of the object and subject-matter of international environmental relations";

1.5. Soldatova Tatiana Nicolaevna (Novosibirsk State University) for the work "International Law regulation of Arctic environment";

1.6. Shvetsova Irina Vasilievna (Saratov State Law Academy) for the works "Environmental culture: theoretic aspect", "Food safety of Russia in the conditions of integration into the World Trade Organisation";

1.7. in the field of the improvement of inter-eco-legal propaganda - Newspaper "The Green World", published since 1990;

1.8. monthly, included into the list of editions of the High Attestation Commission of the Ministry of Education and Science of the Russian Federation where the results of doctoral and candidate research should be published Eurasian Law Journal;

1.9. Eurasian Scientific Research Institute of the Problems of Law;

1.10. in the field of development of PAs – specially protected natural territories - Jaafar Ali H. (Faculty of Ecology of the People's Friendship University of Russia – PFUR), Doctor of Chemistry Zvolinskiy Valentin Petrovich (K.E. Tsyolkovskiy Russian State Technological University – MATI-RSTU), Yurchenko Svetlana Igorevna (International Independent University of Environmental and Political Sciences (IIUEPS Academy)) for the work "Loss and revival of the Garden of Eden in Mesopotamia";

1.11. Dr of Law Anisimov Aleksey Pavlovich (Volgograd State University), Dr of Law (candidate) Dorzhi-Goryayeva Eliza Vladimirovna (Kalmykia State University, Elista) for the work "On development of legal regime of the specially protected natural areas";

1.12. in the field of the resource saving and introduction of environmental technologies - Popkova Vera Aleksandrovna (Saratov State Law Academy) for scientific work "The need in consideration of international experience during development of recycled resources systems in Russia";

1.13. Tarasova Elena Anatolievna (Saratov State Law Academy) for the series of works of three articles: "Development of bio-power industry: international experience", "Legal problems of bio-fuel production development", "Legal regulation of the negative impact on environment prevention in the energy sector";

1.14. in the field of the development of interecolegal up-bringing, education and training - Dr of Law (candidate) Strebkova Elena Gennadievna (Saratov State Law Academy) for the work "Environmental justice: world standards";

1.15. Dolgikh Roman Igorevich (Russian Academy of Justice) for scientific preparation of the book in co-authorship "Bilateral Environmental Agreements of Russia";

1.16. in the field of interecolegal achievements of state and municipal bodies of authority - Dr of Law (candidate) Khludeneova Nataliya Igorevna (Institute of Legislation and Comparative Law at the Government of the Russian Federation, Centre of Interecolaw of the Eurasian Scientific Research Institute of the Problems of Law) for the work "Effectiveness of the state environmental management: problems and ways of solutions";

1.17. Suslin Valeriy Petrovich (Federal Service on Supervision in the field of Consumers, Rights Protection and Wellbeing of a Man on Novosibirsk oblast) for the work "Radiation and environmental state after the malfunction at Fukushima-1 NPP in Japan";

1.18. in the field of development of international interecolegal co-operation - Dr of Law Krasnova Irina Olegovna (O. Ye. Kutafin Moscow State Law Academy (University)) for research on harmonization of Russian and foreign legislation, acts of interecolaw and long-lasting participation from the Party of the Russian Federation in Environmental Law activities of the International Union for Conservation of Nature.
